Chris Moose is Vice President of Life Sciences & Data at Wheel, a national virtual care platform operating across all 50 states, and a gubernatorial appointee to the Texas State Board of Examiners of Psychologists. Serving on the Jurisprudence Committee, he contributes to regulatory oversight and policy development at the intersection of clinical care, technology, and public protection. He brings a blend of operator and policy experience, having previously served as a Partner in IBM’s Healthcare & Life Sciences Consulting practice, where he advised organizations on government policy, healthcare transformation, and innovation strategy. His work has focused on the intersection of technology, regulation, and healthcare infrastructure, including leading development of Pulse with the National Association of Boards of Pharmacy (NABP) to support DSCSA compliance and pharmaceutical traceability. He regularly engages with federal and state stakeholders on interoperability, access, and the evolving role of technology in care delivery.

With over $1B invested in healthcare, Julia Monfrini Peev is the founder and managing partner of PACE Healthcare Capital, an early-stage digital health venture capital fund. PACE Healthcare Capital is a Midwest-focused healthcare investment firm that partners with operators and founders to drive growth and impact through disciplined, sector-specialized capital and strategic support (Seed to early Series B). As the daughter of entrepreneurs and a seasoned institutional PE/VC investor, Julia is passionate about building successful businesses and solving critical issues in healthcare. Investment positions prior to starting PACE include CDPQ, Canada’s second largest pension plan with ~$300B of AUM, where she co-led direct private equity investments in healthcare for North America and LATAM; and with Monitor Clipper Partners, a $2B mid-market PE fund investing in fast-growing founder-led businesses where she focused on healthcare companies in North America and Europe. Julia started her career at Merrill Lynch, in Leveraged Finance and then Healthcare M&A. Julia earned a Masters in Finance from ESCP, and an MPA from the Harvard Kennedy School where she was the recipient of the Littauer Award.

Founding General Partner of InnovateHealth Venture (“IHV”), investing in mutli-stakeholder aligned healthcare startups at seed. Prior to IHV, he was the Healthcare Partner for Sandalphon Capital, a generalist Midwest-focused seed-stage venture fund, formerly part of the Corporate Development team of Elevance Health, and began his career as a middle market investor in private credit. Throughout his career, he has deployed over $5 billion in capital, and has invested, acquired, or managed a portfolio of companies across behavioral health, population health, care management, healthcare technology, data analytics, and other healthcare B2B tech-enabled services and SaaS businesses. He has an MBA from Chicago Booth School of Business, a BBA from the University of Washington, and absolutely enjoys tennis and chess.

Michael Kaushansky

Michael is currently the Head of Growth & Strategy at HC9 Ventures, an early-stage healthcare venture capital fund. His expertise spans strategy, entrepreneurship, product management, business development, and financial services and partners closely with healthcare entrepreneurs to turn promising startups into enduring companies through leveraging HC9’s community of ~200 Limited Partners alongside the broader HC9 ecosystem of healthplan and health system executives. Prior to HC9, Michael served as the Growth Division Strategy Executive at Blue Cross Blue Shield of Arizona where he reported to the Chief Operating Officer driving strategy across Commercial, Medicare, Medicaid and Individual segments. Michael has also held positions at Capital One, Goldman Sachs, EY, and WILsquare Capital LLC as well as entrepreneurial experience on the ground floor of a start-up for 5 years before getting acquired. He graduated Magna Cum Laude from Washington University in St. Louis, Olin Business School and is based in Chicago, IL.
