​Chris Moose is Vice President of Life Sciences & Data at Wheel, a national virtual care platform operating across all 50 states, and a gubernatorial appointee to the Texas State Board of Examiners of Psychologists. Serving on the Jurisprudence Committee, he contributes to regulatory oversight and policy development at the intersection of clinical care, technology, and public protection. He brings a blend of operator and policy experience, having previously served as a Partner in IBM’s Healthcare & Life Sciences Consulting practice, where he advised organizations on government policy, healthcare transformation, and innovation strategy. His work has focused on the intersection of technology, regulation, and healthcare infrastructure, including leading development of Pulse with the National Association of Boards of Pharmacy (NABP) to support DSCSA compliance and pharmaceutical traceability. He regularly engages with federal and state stakeholders on interoperability, access, and the evolving role of technology in care delivery.
